RAILWAY loan negotiations.
Peking, June 6, 1909
On the receipt to-day of your telegram No. 106 of yesterday's date, I called on Liang Tun-yen and renewed my efforts in favour of the British and Chinese Corpora- tion. My representations have been successful in eliciting from Chang Chih-tung the issue of instructions to the Chinese delegates in pursuance of which the latter will exchange letters of assurance with the manager of the Hong Kong and Shanghae Bank. Mr. Hillier and the delegates are meeting this evening in order to settle the exact wording of the letters in question. The signature of the loan agreement is to follow immediately on the exchange of the assurances.
